As a registered chiropractor practising in Aotearoa New Zealand, it is important you are familiar with all Board policies.

Secondary Legislation:

As a statutory regulatory authority, the Board is required to publish notices relating to its scopes of practice, prescribed qualifications and fees in the New Zealand Gazette.

Under the  Health Practitioners Competence Assurance Act 2003 (HPCA Act), Gazette notices issued by the Board are secondary legislation for the purposes of the Legislation Act 2019 and the Secondary Legislation Act 2021.

Consistency Accountability Statement

A Consistency Accountability Statement (CAS) is a document required under the Regulatory Standards Act 2025 for new or amended secondary legislation. It explains whether the legislation is consistent with the principles of responsible regulation set out in the Act and identifies any areas where it is not, together with the reasons why.

The CAS promotes transparency and accountability by helping the public understand how the Board assessed the legislation before it was made. It does not form part of the legislation itself but is published alongside the relevant Gazette notice as supporting information.
